Does EN1992-4 cover grout upstands in seismic anchor applications?

Thanks for your question.
Yes, EN1992-4 allows calculating post-installed anchors with a stand-off or with a grout packing under seismic conditions, however, the thickness is limited to less than 50% of the anchor diameter. E.g., if an M16 anchor is used, the grout thickness needs to be less than 8mm thick.
More detailed information can be found in clause 9.1 of Eurocode 2-4.
